Ubisoft believes that just one in ten PC gamers buy their games legally whilst the rest obtain them illegally for free.
The publisher has been working on growing its share in the resurging PC market and considering the figures, believes that free-to-play is the only way to generate revenue from its titles moving forward.
Ubisoft's CEO Yves Guillemot made the comments at this year's Gamescom event, which attracted over 275,000 attendee's and 600 games firms from around the world.
Speaking to news site GamesIndustry International, Guillemot said: "We want to develop the PC market quite a lot and F2P is really the way to do it."
"It's a way to get closer to your customers, to make sure you have a revenue. On PC it's only around five to seven per cent of the players who pay for F2P, but normally on PC it's only about five to seven per cent who pay anyway, the rest is pirated. It's around a 93-95 per cent piracy rate, so it ends up at about the same percentage. The revenue we get from the people who play is more long term, so we can continue to bring content," the CEO continued.
It follows the news that fellow publisher Crytek - who has also struggled with piracy issues recently - announced that all of its future releases would be free-to-play.
There is no doubt that with piracy levels sitting at 95%, piracy is a key issue within the games industry and one that is being tackled from a number of different angles by developers and publishers, whether it is advanced piracy-protection technology or - as Guillemot believes - adopting the F2P model for future releases.

We knew the date, we're even pretty sure that Nokia will be outing new hardware. What wasn't confirmed, however, was which carriers would be involved. If reports from Bloomberg are to be believed, we can expect Verizon to be one of them, and pretty soon too. Nokia has been a little more friendly with AT&T and T-Mobile, but this speculation could mean we see the first Windows Phone on Big Red since the middle of last year. Naturally we'll still have to wait and see exactly what pans out and when, but for now, the Verizon faithful (or contractually obliged) with Windows Phone yearnings, have a little glimmer of hope.

Blizzard will be adding a new ‘Paragon’ system to Diablo 3 that looks to adjust endgame content as well as the Magic Find system.
The upcoming tweaks to the Magic Find system stem from player feedback, specifically frustration over then unfair nature of swapping gear.
The endgame additions don’t come as a shock given Blizzard’s own assessment of what’s currently in place. Though it does appear to be yet another case of pandering to consumer demand.
So how will the developer go about remedying the game’s current shortcomings?
Game director Jay Wilson explains in a post on the Diablo 3 blog that once a player reaches level 60, character experience earned will go towards Paragon levels. An increasing border around the character portrait denotes the player’s progress in the upper-level mode.
There’s 100 levels to in all, each offering a reward such as extra strength, dexterity, intelligence, or vitality along with a three per cent Magic Find and Gold Find.
The time investment to get to the upper Paragon levels is supposedly around the same as the time required to get to level 99 in Diablo 2.
Blizzard hasn’t provided a release date for the patch as of yet, but mentions more details will arrive soon.

Popcap has announced a sequel to its hit multi-platform tower defense title Plants vs. Zombies, but it appears all isn’t well for the casual giant.
Prior to today’s announcement, VG247 reported comments from 3D Realms co-owner George Broussard on an apparent restructuring going down at the company.
“Sources say shakeup and layoffs are imminent at Popcap,” Broussard proclaimed on Twitter.
He later added that the shakeup was taking place to conform to EA’s company-wide production model. Popcap was purchased by EA a year ago for $750m.
That source alone wouldn’t have us jumping to write up a piece ourselves without any supporting sources to back up the claim, but that changed just hours ago as VG247 came back with another report from a source claiming that Popcap has ‘very quietly’ been making cuts for several months.
EA would not comment on the matter when asked.
The only bit that’s official at this point is that Plants vs. Zombies 2 is on the way, will offer new settings along with new zombie-defense scenarios, and will arrive next year in late spring.

UK telephone and internet provider BT has said that it believes its 2.6 per cent stake in troubled cloud gaming firm OnLive will probably be written off.
OnLive folded at the weekend only to instantly emerge again under a new owner, using the same assets, technology and IP. However, over half of it staff lost their jobs in the process.
As well as the human cost, the process OnLive underwent allowed it to write off all of its debts, leaving investors without a penny as the company carries on as it did before.
One investor, UK firm BT, has told TechRadar that it suspects the 2.6 per cent stake it acquired from OnLive in May 2010 will likely be lost.
"We cannot comment on speculation about the future of OnLive, but we are keeping a close eye on developments,” a spokesperson explained. "Questions should be directed to the company in question. BT customers who are customers of OnLive will continue to be able to access the service.
"In any event, the 2.6 per cent shareholding in OnLive does not represent a significant investment for BT as a whole. We consider it highly likely that we'll have to write off our investment."
Smartphone manufacturer HTC has already written off the $40m investment it had made in the cloud gaming company.

Microsoft has never really acknowledged or supported those among us who choose to build their own PCs. Windows licensing is usually offered in three forms: full retail product license, retail upgrade license, and OEM license. If you want to build your own machine at the moment, Microsoft expects you to buy a full retail copy of Windows. With Windows 8 that all changes and Microsoft has decided to actively support individuals who want to build their own machines or run Windows 8 as a virtual machine. That support comes in the form of a new license option called the Personal Use License for System Builder (PULSB). With PULSB, Microsoft is dumping the full retail license used in previous versions. Instead it is offering a version of Windows 8 to be installed as the main operating system on a single system meant for personal use, or in a virtual machine running on an existing PC (running any legal OS such as Windows 7, Mac OS X, or your favorite flavor of Linux).

Small screen = alert consumers v big screen = relaxed consumers.
New research from Strategy Analytics says that tablet adoption will only be a positive thing for the TV industry, complementing the big screen rather than stealing viewers, which is often the common belief.
It reckons people that view TV shows via tablets are more engaged and less distracted, compared to those watching the traditional TV that find themselves also looking at the second screen.
This is put down to two viewing behaviours called the 'alpha state' (deep relaxation) experience while watching TV, and the 'beta state' of tablet users keeping them conscious and alert.
Caroline Park, digital home observatory manager, Strategy Analytics, said: "Contrary to fears often expressed, emerging tablet behaviors are potentially good news for TV producers, networks and operators.
"Levels of engagement are significantly higher when people consume video content on their personal tablet compared to the TV screen, and if TV companies play their cards right they should be able to drive additional revenues from this increased viewer focus."

OnLive has more than 2.5 million subscribers, with an active base of over 1.5 million, according to the embattled cloud gaming firm.
In an official Q&A attached to a press release explaining that the company has reformed as a new business in the face of "difficult financial decisions", OnLive promised that no services will be disrupted."The OnLive Service has been in operation 24/7 without interruption since its launch over two years ago, and is expected to continue to operate smoothly under the new company. All games, products and services remain available, and the company has new product and partnership announcements on the way."
Over the weekend OnLive CEO Steve Perlman blamed huge server running costs for pushing the company into the red, saying: "If you've got 8,000 servers and 1,600 [concurrent] users, how could we ever get to cash flow positive, right?"
OnLive's reorganisation has resulted in nearly half of the firm's previous workforce being offered jobs at the new company. All share options and other salary contracts have been terminated.
The company said today that the cloud gaming service's "user base is growing rapidly with OnLive's addition into recently announced devices and TVs from major manufacturers", adding: "We expect this growth to continue under the new company."

Command & Conquer Generals 2 will launch without any form of single-player campaign, Bioware Victory general manager John Van Caneghem has revealed.
Going against the grain, the game will instead fully focus on "co-operative and competitive" skirmishes online, Van Caneghem told our colleagues at PC Gamer.Van Caneghem reasoned the decision as part of an effort to "get back to the roots of what made Command & Conquer great."
the online-only, free-to-play title provides the developer with the opportunity to be more experimental, explained Van Caneghem.
"As a live service I think the exciting part is you can try things," he said. "You can see what the community wants, you can give it a shot, you can put it up for a weekend and see how it goes, develop towards what the fans like."
And while he didn't rule out the possibility that a single-player campaign could be added at a later date, he did say that "it is something we haven't announced yet how we're going to do it."
EA's confirmed just last week that Command & Conquer Generals 2 had been transformed in to a free-to-play title set for release in 2013.
Originally announced in December 2011 by new studio BioWare Victory, the new C&C is powered by the Frostbite 2 engine and has started closed beta sign up atwww.CommandandConquer.com/free.

Blizzard admitted the lack of endgame content in Diablo 3, and its answer to this issue is the new 'Paragon System'.
"The new Paragon system coming in patch 1.0.4 is designed to address Magic Find gear-swapping while providing players who've reached level 60 with an extended progression system," says the developer.Here's how it all works, in Blizzard's words:
- After you hit level 60, any further experience you earn from killing monsters will begin to count toward Paragon levels
- There are 100 Paragon levels
- Every Paragon level will reward you with:- Core stats such as Strength, Dexterity, Intelligence, and Vitality in amounts similar to what you'd gain from a normal level
- 3% Magic Find and 3% Gold Find
- In addition, a distinctive increasingly-impressive border will surround your character portrait in the in-game party frame to denote your Paragon progression, with a new frame earned after every ten levels. Your Paragon level will also be visible to other players wherever your normal level is shown
"The first Paragon level should take about as long as it took most players to get from level 59 to 60, and the experience requirement will rise from there," Blizzard goes on to explain, so that should give you plenty to be getting on with.If you're interested in reading the thinking behind the update with a more detailed account of Blizzard's creative process, check out the official blog post.

GAME OF THE DAY: Some genres have struggled in the transition from TV to touchscreen. Football is not one of them.
Early efforts to bring football to smartphones focused on trying to concentrate the established console game model on the smaller, button-less screen. And sometimes it worked, too – X2’s First Touch Soccer was decent.
But the genre really flourished when developers stopped trying to emulate the two-decade old console design model and started to approach the genre from the perspective of the new generation of devices.
And now super-hits like Flick Kick Football and New Star Soccer have a new contender – the glorious Fluid Football.
On face value there are recognisable elements here, chiefly the overhead view pioneered by Sensible Soccer and Kick Off. But the way you play Fluid Football is unlike anything we’ve seen before.
Tactical thinking is the name of the game here. Each level sees players tasked with scoring from a set piece. Individual footballers can be repositioned, told to pass the ball and be ordered to make runs.
The pace seemed ludicrously slow at first but it soon becomes apparent that it’s a deliberate and very necessary design decision that allows both for improvisation and for key decisions to be implemented as the gameplay pans out.
Things start easy – early levels give you three players, acres of space and just the goalie to beat. But the difficulty soon ramps up and before you know it you’re outnumbered by defenders, having to make dummy runs to draw them away and create space for others to run into.
Once you’re in space and on goal you’re taken to a Flick Kick Football style screen where you deliver that final shot. This is perhaps where the game falls down a little. It’s always a risk to emulate one of the best iOS titles ever made when your own system is far twitchier.
Each level also has a number of bonus objectives – score in the penalty area, make a minimum/maximum number of passes etc – for which extra points will be awarded.
Here’s where things can get a little awkward. These points can be spent on hints or solutions to some of the trickier scenarios. For three points you receive a detailed explanation from none other than Andy Gray. Yes,that Andy Gray.
Fluid Football is free to download but is supported with IAP. It’s not the cheapest game – it costs 69p to remove the ads and £2.49 to unlock all of the levels, but it’s well, well worth it.
The game is brilliant because it ignores rules and convention and offers a unique, fantastic experience that was specifically made of the device on which it’s being played. And it teaches about football, too. We’ve even heard hushed whispers from non-football fans who have enjoyed the game.
Fluid Football is an undoubted triumph for AppyNation and deserves the success it looks like it’s about to achieve.

50 per cent of staff laid off as former investor takes full control
Investment group Lauder Partners is the new owner of cloud gaming service OnLive.
The cloud streaming outfit was acquired last Friday, amidst confusion over whether the company had been shut down.
Instead the firm was acquired by Lauder Partners, which had been an original investor in OnLive in 2009.
50 per cent of employees at the company have been retained, or “re-hired”, whilst the other half have been let go.
Laid off staff were described in a press release as “non-hired”, whilst it was confirmed that all staff have lost shares in the company, as old stock is now considered worthless.

Version 1.5 includes improved overlapping UV support, games shaders and Maya texture exporter
The latest version of 3D digital paint tool Mari is being harnessed by LucasArts to help power the impressive visuals seen in its hotly anticipated title Star Wars 1313.
The new update, Mari 1.5, has a array of new features including improved overlapping UV support, games shaders, a Maya texture export feature, shadow support and DDS Cubemap support.
DDS Cubemap support has been designed to allow artists to match the final look of real time assets, whilst mirroring support in Mari’s paint buffer has been integrated so users can take control of symmetrical objects at any stage of development.
LucasArts has adopted Mari 1.5 in production as one of its texturing tools to deal with the vast number of textures within the game environment.
“Integrating Mari at LucasArts for Star Wars 1313 helped us work a lot more efficiently and contributed to making the game visually stunning,” said LucasArts visual effects supervisor Kim Libreri.

On the eve of the Galaxy Note 10.1’s UK release, Samsung put on a swanky party at London’s prestigious One Mayfair.
The star-studded bash was attended by a raft of celebrity talent and included a performance from Kylie, who wore a dress designed by Matthew Williamson made of Samsung Galaxy Note 10.1 devices.
The event, which marked the UK launch of Samsung’s latest product in the Galaxy Note category, was attended by a host of celebrities including Team GB medal winners such as Zara Phillips, Victoria Pendleton, Dan Purvis and double gold medallist Laura Trott. Other attendees on the red carpet included Irina Shayk, Rosamund Pike, Caggie Dunlop and Millie Mackintosh.
The exclusive VIP party was hosted by Vernon Kay and included entertainment by high profile illusionist Dynamo and celebrity DJ sets from the likes of Eliza Doolittle. Kelly Brook took to the stage to reveal the product and was followed by performances from Charlie Simpson and Kylie
New features for the latest tablet include Smart Stay, which tracks the owner’s eye to ensure that the screen is always on while being looked at; and Pop Up Play, which allows a video to be watched anywhere on the screen while simultaneously running other tasks.
The Galaxy Note 10.1 is available in the UK from online, high street and out-of-town retailers from 16th August.

It’s been a while, but The Sims 3 is no longer the top of the budget or full price PC charts.
Although we saw Star Wars: The Old Republic nab the top spot on the budget price charts last week, and remain there this week, The Sims 3 still held its ground in the full price charts.
This week Football Manager 2012 finally managed to kick its way into first position. It isn’t all over for The Sims 3 though, it still has eight titles across both top ten PC charts.

Beleaguered firm announces huge loss due to cloud gaming system restructure.
HTC's sales have been in decline for a couple of quarters and now one of its investments is failing it too.
The Taiwanese company is set to make a $40 million loss from its investment in online gaming platform OnLive.
The cloud gaming system was hoped to bolster HTCs smartphone gaming offering, but after announcing last week that an unnamed buyer has acquired it, OnLive is the subject of intense financial speculation and has recently laid off hundreds of employees.
HTC announced the investment loss in a Taiwan Stock Exchange filing, stating that OnLive completed an asset restructuring during this past weekend because of a "lack of operating cash and an inability to raise new capital." The company declined to elaborate on its investment.
HTC made its $40 million investment in OnLive in February 2011.

A new version of OpenTTD has been released. OpenTTD is an open source clone of the business simulation "Transport Tycoon Deluxe" by Chris Sawyer (Microprose). Apart from its very close to the original style similar implementation to keep new features have been added.

- Fix: [NewGRF] Change the length of 8/8 roadvehicles in vehicle lists to 32 pixels; this is in fact the correct length as can be seen in corners for short articulated parts following each other [FS#2553] (r24332)
- Fix: [NewGRF] Group vehicles in the purchase list properly by source GRF, but also consider engine GRFID overrides [FS#4254] (r24330, r24321)
- Fix: Make the AI settings window behave more like the other settings window by closing the query window whenever selecting a different row (r24315)
- Fix: Editing NewGRF parameters using the query window showed wrong values, if there was no direct relation between parameter index and parameter register (r24314)
- Fix: Center object previews in 1- and 2-view selectors based on the 4-view selector layout [FS#5057] (r24299)
- Fix: Increase the left and right margins of the text in the yes/no query window (r24293)
- Fix: [NewGRF] GetReverseCargoTranslation() was unnecessary complicated and also returned the wrong thing for cargos not present in the translation table (r24273)
- Fix: [NewGRF] Load cargo- and railtype-translation during both reservation and activation stage. That way they can be selected using Action7 depending on present cargo- or railtypes (r24272)
- Fix: Use the same colour scheme for the script selection window as in other comparable windows (r24268)
- Fix: Make the oilrig-vehicle list accessible to spectators and colour its caption neutrally grey [FS#5126]

A new version of the multi-system emulators RetroArch (formerly known as SSNES) is released for Windows.
SSNES is called RetroArch from now on, and ´libsnes´ is called ´libretro´ from now on.

RetroArch is a multi-system emulator for Linux, Windows, Mac OS X and *BSD. It is formerly known as SSNES.
Its design and background is quite different than most other emulators as RetroArch does not implement an emulation core itself. RetroArch talks to libretro, a generic emulator core API. This means that RetroArch is core agnostic, and it does not care which emulator core is running.
Currently there are libretro implementations for systems such as SNES, NES, GBA, GB/GBC, Genesis, and even arcade games (Final Burn Alpha).
libretro isn´t only usable for emulators. A preliminary port of an open source reimplementation of Cave Story has been ported to libretro as well.
RetroArch believes in modularity. The application itself is a command-line driven application suitable for HTPC and/or headless use. There also exists a GUI frontend for RetroArch, supporting every single config option available in RetroArch.
You can seamlessly utilize the GUI without thinking of RetroArch as a command line application, which is a probable scenario for most Windows and OS X users. RetroArch-Phoenix, the GUI frontend, can be found on GitHub.

This marks the first official release of RetroArch, formerly known as SSNES.
Consoles
PlayStation 3 and XBox360 ports by Squarepusher have matured a lot more.
A ton of changes are in (too much to list tongue), and binaries have been released on xbins.
PC/Core
Core has received too many changes to highlight them all, however:
- Internal API is now libretro, an evolution from libsnes.
- Add IPS patching support.
- Add rotation support for arcade-style cores.
- Fix bug where pulseaudio driver was using far too much CPU.
- Not specifying an explicit path for libretro core is now an error (no default core).
- Add new button defines for L2/R2/L3/R3, as well as two analog sticks. Now matches the feature set of a DualShock 1 controller.
- Add UDP command interface for RetroArch. This allows external processes to fire commands, e.g. "QUIT", "SAVE_STATE", etc. Useful for frontends, remotes, etc.
- Add possibility to automatically save states on exit, which are automatically loaded on startup, so you can start directly where you left off.

OnLive, Inc. is no more, having cut the bulk of its workforce loose and used anAssignment for the Benefit of Creditors (ABC) to absolve itself of massive debts incurred by the expansion of its services without a corresponding increase in its customer base. But what is this alternative to filing for bankruptcy, and why did OnLive choose this particular legal reset button to start over? We spoke with an expert on the matter, Martin Pichinson, co-founder and managing member of Sherwood Partners (which does two or three ABCs in a given week), to help educate us on this little-known tool used by companies irrevocably in the red.
