Earlier today, Riot Games announced additional details for its upcoming persistent online action game, League of Legends. The largest bit of news associated with the game is that League of Legends would be free for PC gamers when the game is released in September 2009. According to Brandon Beck, co-founder and CEO of Riot Games, "One of our goals at Riot has been to set a high quality bar for core games that are available for free online as we believe that a relentless focus on delivering tremendous value to online communities will earn player loyalty," Brandon Beck, co-founder and CEO, Riot Games, said. "League of Legends is being built as a highly competitive core game that we believe will change many people's minds about the type and caliber of games that can be offered for free."
Additionally, new details were released about the Summoner system, which will govern the first part of gameplay within League of Legends. Players take on the role of Summoners, who call champions to fight for them in combat. To aid their champions, Summoners can use spells and runes to further influence the battle. At the end of every match, each Summoner receives Influence points, which can be used to unlock runes. These items enhance the power of characters significantly.
There will be a Collector's Pack for the game that is slated to be released at launch for $29.99 and will contain two unique champion skins, additional runes, characters and Riot Points. Players that pre-order the Collector's Pack at the League of Legends website, GameStop or Best Buy will also receive an exclusive Champion skin. Players that do choose to purchase League of Legends will earn what's known as Riot Points, which will be used to unlock customization options for every single champion, but won't have a strength of power advantage over players.
We spoke with Mark Merrill, president of Riot Games, to gain additional information about the decision to release the game for free and some of the other elements of today's announcement. Since today was the first time that Riot Points had ever been mentioned, we wondered what the visual enhancements would be. Merrill pointed out the pre-order page showed off alternate costumes for some of the champions. "We will be creating a number of unique Champion skins to give players the opportunity for cool diversity among their favorite characters – as well as to reward players based on achievement, like winning tournaments," Merrill mentioned. Apparently, beta testers will also receive a unique champion skin, and the community will have an opportunity to vote on skins going forward.
Clearly, with paying and non-paying players for League of Legends, it raised two questions. The first was about balancing the gameplay with players possibly earning stronger items by spending money. The second was whether Riot considered establishing a two tiered system for the ultra competitive player that was willing to pay to play against other paying challengers. "No. As a competitive game, it is extremely important for us to not sell power to players and we don't want to fragment the community into "paying players" and "non-paying players" – both are important to us," Merrill stated.
We also asked about the Collector's pack and whether the runes within the pack would provide any kind of advantage over the players that attempted to play for free, but were told that the pack was "really just providing a bundle of content for people who want to get kickstarted into the game and who want the exclusive skins."

It appears Raven Software's upcoming Nazi shooter will be coming a bit later than initially revealed.
The company announced today the game is getting pushed back a few weeks to help benefit a world-wide release.
"In order to facilitate a simultaneous global release window for id Software's Wolfenstein, Activision has realigned the game's release date for the week beginning August 17th," a representative from Activision told IGN.

Crackdown developer Realtime Worlds -- currently working on upcoming MMO All Points Bulletin -- is pretty excited about cashing in on the online market. During his keynote at the Develop conference this week, RTW exec David Jones explained his company's shift to MMO development as one with the intention of heading where "the big dollars are."
"Online ... is very, very much untapped -- it's kind of like winding the clock back 10 or 15 years," he said during the speech. Jones apparently cited Call of Duty 4 and Halo 3 as examples of games where players "invest hours" in the single-player campaign but "ten times that online" -- but isn't your game PC-only, Mr. Jones? We're not so sure, considering Jones' repeated references to "next-gen technology" throughout the keynote, 100-person servers for online play, and the recent EA partnership announcement -- though we'd be a lot more inclined to believe it if even a single MMO existed on current-gen consoles in any real capacity. When we asked RTW for comment on the possibility of APB coming to consoles, a representative told us, "There's no update on that front." Hey, we tried, right?

Wildfire Games has announced that it will be moving its previously closed development process for 0 A.D. to open source. All code will be released under the GPL and all art under CC-BY-SA. 0 A.D. is a historically-based RTS, and while it's not yet complete, this trailer is purportedly actual gameplay footage. With a codebase of over 150k lines of C++ code plus 25k lines in development tools, this is looking like a fairly promising entrant into the open source RTS field. The screenshots are definitely pretty, to say the least.

The value of the PC digital distribution will comfortably sail past the $1bn barrier this year. According to Dorian Bloch, the business group director of GfK-ChartTrack – who was speaking on a panel discussion at this week's Develop conference in Brighton – 2009 sales of games through the likes of Steam, Direct2Drive and other download services will have pushed the total past that watershed number.
And that's growth in the market of almost 200% - according to Bloch, the market was approximately worth $600m in 2008.
In the discussion he said downloads were now "a huge business", but added that he still needs publisher support to make sure that these numbers are properly promoted.
CasualGaming.biz understands that at GfK-ChartTrack Bloch has been leading a drive to meet with publishers and digital distribution firms and convince them to collate a consistent regular chart of sales and figures for clearly important download sector.
The move would further legitimise a booming sector - but there is still work to be done in winning the industry over, it seems. Without more data, GfK-ChartTrack won't be able to properly represent digital sales, said Bloch.
He added that some forward-thinking publishers that have seen great success with digital products (such as Sega with its Football Manager's digital transactions and Total War games sold via Steam) have helped campaign for this. But Bloch said "a balanced approach" from other publishers is needed for the true power of downloads to be understood.

It looks like there will be future releases of Stella for Mandriva Linux after all. A little over a week after announcing that Mandriva RPMs were discontinued, Stephen Anthony has decided to post Mandriva RPM packages for Stella 2.8.4. He had this to say:
Due to somewhat popular demand (and the fact that I finally got Mandriva 2009 working in VirtualBox), the Mandriva RPMs are available again. Hopefully I can keep the VM working for future releases, but if anyone is interested in maintaining RPM builds for Mandriva, Fedora, etc, I'd really like to hear from you.

Microsoft founder Bill Gates has outlined his views on the recently announced Chrome OS, and appears to be dubious about what function the potential rival is intended to perform.
“There's many, many forms of Linux operating systems out there, and packaged in different ways, and booted in different ways, so I don't know anything in particular about what Google is doing,” Gates remarked in an interview with CNET.
“In some ways I'm surprised people are acting like there's something new. I mean, you've got Android running on Netbooks; it's got a browser in it. In any case, you should make them be concrete about what they're doing. It is kind of a typical thing. When Google is doing anything it gets this – the more vague they are, the more interesting it is.”
When asked about the whether the browser should take on more characteristics of operating systems, Gates added: “It just shows the word browser has become a truly meaningless word. Anyway, what's a browser, what's not a browser? If you're playing a movie, is that a browser or not a browser? If you're editing text, is that a browser or not a browser? In large part it's more an abuse of terminology than a real change.”
Gates’ comments follow remarks made by Steve Ballmer in a Q&A session at this years Worldwide Partner Conference.
“Who knows what this thing is?” he said. “To me the Chrome OS thing is highly interesting – it won't happen for a year and a half and they already announced the Android operating system.”

The last decline in PC shipments was a 5.1 decrease back in 2001 due to the crazy dot com bubble, so it's not like PC sales decline regularly. That makes this 4% drop quite unusual.
What does this mean? Most likely, it means we were right: the desktop PC is sputtering out. Not all the decrease can be attributed to the weak economy, seeing as notebook PC shipments raised by 11.7%. Pretty soon we're going to see desktops become a niche market, reserved only for pros, dental assistants and gamers.

You just knew Microsoft CEO Steve Ballmer would have some choice words about Google's Chrome OS at today's Windows Partner Conference, and he didn't disappoint, saying that while he finds the project "highly interesting," the late-2010 ship date and existence of Android have him wondering exactly what it's supposed to be. "I don't know if they can't make up their mind or what the problem is over there, but the last time I checked, you don't need two client operating systems. It's good to have one." Snap. Of course, Microsoft is shipping six different Windows 7 SKUs, can't quite get rid of XP, and sells Windows Mobile, Windows CE, and Zune in the handheld space, but the man's got a point -- the real question is whether he's smiling or just baring his teeth in rage.

The idea of bending over to pick up a virtual tennis racket in front of that 50-inch flat screen in our living room makes perfect sense to us. In fact, we can't wait to see Natal come to the Xbox platform. However, the idea of manipulating an excel spreadsheet on a 15-inch screen within a 5 x 5-foot cubicle sounds daunting, to say the least. Fortunately, Microsoft's plans to integrate Natal into corporate Windows environments appears rather sober, albeit, entirely lacking in specifics. In an interview with CNET news, Bill Gates says that Natal's depth-sensing camera won't be limited to gaming use, "but for media consumption as a whole, and even if they connect it up to Windows PCs for interacting in terms of meetings, and collaboration, and communication." Without going into detail, the Microsoft Chairman adds that use of the technology in the office, "is getting much more concrete, and is pretty exciting." In fact, Bill sees it delivering "incredible value" when used within cubicle farms. Perhaps. We certainly won't argue the value of Natal for gaming or even manipulating content in a home theater setup like we've seen with Toshiba's Spatial Motion Interface, but for the office, incredible value... really?

f you're hoping to get in on discounted pre-order pricing for Windows 7 in the UK then you'd best get to clicking, son. We're hearing that copies of the £50 Windows 7 Home Premium E are already sold-out on Amazon but still available at Play.com, for example. Stocks of Windows 7 Professional E look plentiful at £100, for the time being anyway. While the offer is scheduled to go until August 9th, it's limited to some magical quantity known only to Microsoft and its retailers. If you're still on the fence remember, Japan completely sold-out in just a few days.
Update: Whoa, and now Windows 7 Home Premium E is back on Amazon.

Oracle Goddess sends word that YouTube is presenting IE6 users with a banner exhorting them to upgrade to a modern browser, and TechCrunch is reporting that YouTube will be phasing out support for IE6 soon. This Twitter search reflects the jubilation breaking out all over the Net at the imminent demise of this most despised and non-standards-compliant browser. The market share for IE6 is now well down in the single digits.

Rock, Paper, Shotgun points out a video showing Portal, redone with ASCII graphics. It's still in development, but appears to be quite far along. Its creator, Cymon, says on his website, "I have Windows XP, so all binaries will by default be for Windows. But I will also be including the source code with the distribution and am doing my best to write it cross-platform compatible, so it should compile in Linux and Mac. I've had successful builds done in Linux." He also talks in detail about his design plans and ideas.

A new Grand Theft Auto game will be coming next year, reports industry analyst Michael Pachter of Wedbush Morgan Securities.
Pachter's latest reports say that Take-Two has been developing a new title in the series - not an expansion - for over a year and that the publisher plans to release the game next year or possibly 2011 at the latest.
"Management declined to state when the game will launch, but has confirmed to us that the game is in development, has been for over a year, and is using the same game "engines" as the last version," Pachter wrote.
"Management also told us that the team at Rockstar North is highly motivated to get the game out, and that the team understands that its highest payday will come from working on GTA instead of any other game. When we do the simple math, we conclude that the next installment is likely to be completed by some time in 2010, although given the frequency of game delays, it is not clear that it will necessarily come before October 31, 2010."
"However, it is clear to us that the next version of GTA will arrive before the end of [Fiscal Year 2011]," he added.
A representative for Rockstar Games declined to speak on Pachter's report, citing the company's policy to not comment on speculation and rumors, which includes analyst reports such as this.
