The Guardian has an article by Charles Arthur who predicted over two years ago that Microsoft's purchase of Skype for $8.5 billion was 'a gamble unlikely to pay off.' Arthur has penned a followup providing a fairly detailed analysis of his original criticism (he was wrong about some parts), an update on Skype performance, and a conclusion that it's not as bad as some of the other acquisitions. 'Skype, the company points out, now connects directly into Office 365, Xbox, Windows 8, Bing, Microsoft Messenger, Windows Phone and Lync, its business-oriented VOIP solution, and soon into Outlook.com for everyone. ... Certainly, integration of Skype into all those offerings is what the purchase should have been about. And it does look as though Microsoft has pulled it off. ... But has it pulled off $8.5B worth of integration?

Global PC shipments are set to decline by 9.7 per cent this year as tablets and smartphones continue to take a bite out of the traditional computer market.
The new forecast from the International Data Corporation (IDC) states that the market as a whole will dip in 2014 by around two per cent, with growth of one per cent expected for 2015.
IDC said the market will "never regain the peak volumes last seen in 2011".
It added that slowing sales in China, increased competition with tablets and smartphones, anxiety over the "possible tapering" of US' quantitative easing program, and weaker PC demand will mean emerging markets are likely to see declines through 2014 at least.
But it's not all bad news.
"The days where one can assume tablet disruptions are purely a First World problem are over," said Jay Chou, Senior Research Analyst, Worldwide Quarterly PC Trackers at IDC. "Advances in PC hardware, such as improvements in the power efficiency of x86 processors remain encouraging, and Windows 8.1 is also expected to address a number of well-documented concerns.
"However, the current PC usage experience falls short of meeting changing usage patterns that are spreading through all regions, especially as tablet price and performance become ever more attractive."
Rajani Singh, Research Analyst, Client Computing, added: "The second quarter of 2013 was the third consecutive quarter where the US market came through stronger than the worldwide market. This was largely due to some recovery in the overall economy and channel inventory replenishment.
"Following the stronger than expected Q2 2013, we expect the second half of 2013 to restore some volume momentum driven largely by better channel involvement of top vendors and industry restructuring/alignment."

SimCity is due to launch on Mac today, with the game set to be made available exclusively as an Origin download from around 6pm UK / 10am PT.
Fans who buy the game will be able to play it on Mac and PC and access their cities across both platforms, regardless of which version they own. Existing PC owners will be able to download a free Mac copy on release.
In late July, EA Labels president Frank Gibeau said the PC version had overcome its nightmare launch in March to surpass two million sales.
"In retrospect, our biggest takeaway is that we are lucky that SimCity has an enormous number of loyal fans," he said. "That first week after launch was really rough - an experience nobody wants to live through again.
"We've sold more than two million units, and the number of people logging in and playing is holding steady. SimCity is a success. However, underestimating demand in the first month was a major miss. We hope that the game and the service we've provided since then meets the fans' high standards."
Originally scheduled for a June 11 release, the Mac version of the gamewas delayed in order to "ensure it's a great experience".
SimCity update 7, which was released on August 23, gave players new scope to manage traffic and flow by enabling them to build bridges and tunnels using a new raise/lower tool.

In a move that should surprise few, that August price cut for Microsoft's Surface Pro -- which now starts at $799 for the 64GB version -- will remain in effect permanently.WPCentral has also revealed a $40 discount on Touch Covers, that now start at $79, and $50 off of the Surface RT tablet / touch cover bundle that starts at $399. The bundle pricing should kick in today although we're not seeing it live on the Microsoft Store yet. According to a statement from Microsoft (included after the break) this is based on customer's "exciting" response to the recent price drops. So, is this enough of a push for you to grab a slate (or two) right now, or would you rather wait for thesequel?

A gambling website's favorite as Microsoft Corp.'s next chief executive officer is Stephen Elop, the Nokia CEO who has presided over a 62 percent decline in market value. Elop, a former Microsoft executive, has 5-to-1 odds to be hired as Steve Ballmer's replacement, according to Ladbrokes, the U.K.-based gambling operator. He leads a pool including internal candidates Kevin Turner and Julie Larson-Green and outsiders like Apple CEO Tim Cook — a 100-to-1 dark horse."

Valve has announced 100 more indie titles that have been awarded Steam publishing approval via Steam Greenlight.
This is an unusually large batch, after previous batches had consisted of between 10 and 20 games. But Valve says the huge dump of new titles is intended to 'stress test' recent updates to its developer tools.
"As we work to streamline the publishing workflow and improve the tools available to developers preparing for release on Steam, we've reached a point where we are ready to stress-test our system," said Valve.
"The best way to accomplish this is to invite a significant number of developers to use the updated tools and systems, ship their games and software with these tools, and to give us feedback so that we may continue to improve the process," it added.
Among the 100 games in the list are popular 3DS platformer Mutant Mudds, Eternal Darkness successor Shadow of the Eternals, and WayForward's critically acclaimed platformer Shantae: Risky's Revenge. The full list of new titles is here.
This catapults the total number of Greenlit titles up to 260.
"Future batches are not likely to be as large, but if everything goes smoothly we should be able to continue increasing the throughput of games from Greenlight to the Steam store," said Valve.

We hardly expect you to know Dell's monitor lineup inside-out, so here's a quick primer: Dell already sells this thing called the S2240T, a 21.5-inch display with full HD resolution and support for 10-point multi-touch. Well, today Dell's expanding the family by adding a 23-inch version (the P2314T) and a 27-inch one (the P2714T). Like that current monitor we told you about, they both have 1,920 x 1,080 touchscreens and a stand that allows the panel to lie at a near-flat 60-degree angle. The only hitch is that a bigger screen also equates to a bigger price: whereas the existing 21-inch model costs $350, the 23- and 27-inch versions are going for $450 and $700, respectively. If all of the above are too pricey, Dell also introduced a lower-end 20-inch monitor called the E2014T. That also has a touchscreen, but it only tilts 5 degrees forward and backward , and the resolution tops out at 1,600 x 900. Deep Silver has just announced that developer Volition's Saints Row IV is a "smashing commercial success" with over a million units sold through during the game's first week at retail. The PC version in particular was cited for having tripled the early sales figures of last year's Saints Row: The Third, which was published by THQ.
An exact breakdown by territory wasn't provided, but Deep Silver said that Saints Row IV is "also leading the charts in almost all major European countries in the first week of its sale. The game has already garnered the top spot in the UK, Germany and Benelux (on all platforms)."
"We are incredibly happy of the reception for Saints Row IV as a critical and now a commercial success," said Klemens Kundratitz, CEO of parent company Koch Media. "The development team at Volition is second-to-none as a driving creative force in the entertainment industry and we are very proud to have them as part of the Deep Silver family."

"Windows app developers are taking Microsoft to task for the company's decision to withhold Windows 8.1 until mid-October. Traditionally, Microsoft offers an RTM to developers several weeks before the code reaches the general public. On Tuesday, however, Microsoft confirmed that although Windows 8.1 has reached RTM, subscribers to MSDN will not get the final code until the public does on Oct. 17, saying it was not finished. Antoine Leblond, a Microsoft spokesman, said in a blog post, 'In the past, the release to manufacturing milestone traditionally meant that the software was ready for broader customer use. However, it's clear that times have changed.' Developers raged against the decision in comments on another Microsoft blog post, one that told programmers to write and test their apps against Windows 8.1 Preview, the public sneak peak that debuted two months ago. One commenter, 'brianjsw,' said, 'In the real world, developers must have access to the RTM bits before [general availability]. The fact that Microsoft no longer seems to understand this truly frightens me.'

The technology is undoubtedly booming, which has prompted mobile web specialist Netbiscuits to take a deeper look at the market with an infographic entitled Tablets: Fastest growing technology in history.
Some of the figures reveal the most popular activities for tablets, with search at 93 per cent, news at 88 per cent, social networking at 83 per cent and games at 82 per cent.

Microsoft has today released Windows 8.1 to manufacturing, ahead of a general release on October 18th.
The update to Microsoft’s Windows 8 is supposed to include more personalisation, integrated Bing-flavoured search, new and updated apps, and tweaks to management and security.
A new wave of Windows 8 devices with the new update is due for launch in the autumn – or fall for US readers.

GTA 5 will allow players to create their on avatars as if they were children of previous character from GTA 4 and GTA 3.
That’s not the type of sentence you hear everyday, we know. Basically, you choose two ‘parents’ – which can be previous GTA characters Niko Bellic, Claude and Misty – adjust some settings like who has the dominant genes, and you end up with what the offspring would look like.
This will only be available to those who buy the collectors edition of GTA 5, as will a host of other bonuses and special options.

We caught the first Windows 8.1 (aka Blue) news back in March, and after several betas and a preview, it's been bundled off to manufacturers. That's a mere five months from alpha code to gold master, a feat that Microsoft trumpeted as "an unparalleled level of collaboration" between customers and Windows product teams. Now, manufacturers will be able to ramp up their production lines with the new version in time for the holidays, as Redmond emphasized in its Blogging Windows post. Current Windows 8 owners will get the update for free, but all end users will have to hang on until the official October 18th release date. With a month and change left, though, it looks like all the ducks are in a row to herald the return of the tech world's mostinfamous button.

Tom Worstall writes in Forbes that the only way to get around the entrenched culture that has made Microsoft a graveyard for the kind of big ideas that have inspired companies like Apple, Google, and Amazon is to split the company up so as to remove conflicts between new and old products. With Ballmer's departure, instead of finding someone new to run the company, bring in experts to handle the legal side and find suitable CEOs for the new companies. 'The underlying problem for Microsoft is that the computing market has rapidly left behind the company's basic strategy of controlling the machines that people use with operating-system software,' says Erik Sherman. 'The combination of mobile devices that broke Microsoft's grip on the client end, and cloud computing that didn't necessarily need the company in data centers, shattered this form of control.' Anyone can see how easily you could split off the gaming folks, business division, retail stores, and hardware division says John Dvorak. Each entity would have agreements in place for long-term supply of software and services. 'This sort of shake up would ferret out all the empire builders and allow for new and more creative structures to emerge. And since everyone will have to be in a semi-startup mode, the dead wood will be eliminated by actual hard work.

Victory Games believes it has the tech in place to support Command & Conquerfor ten years, according to an interview with VideoGamer. Command & Conqueris being developed as a live service and will be both free-to-play and require an Internet connection.
"We built this Command & Conquer shell and frame to be the one-stop place for Command & Conquer for the next 10 years, so we want to add the other universes and maybe even a new universe that we didn't even have before, all under the same landing site, log-in [and] persona that you would keep track of," Victory Games General Manager Jon Van Caneghem said.
Canegham also noted that he believes "the days of a boxed release are probably over," making an exception for any potential collector's editions of the game. Command & Conquer will launch this year for PC through EA's Origin service.

Total War: Rome 2 developer Creative Assembly has detailed its upcoming content plan for its highly-anticipated strategy sequel.
The game's Greek States Culture Pack DLC can be obtained for free by pre-ordering from participating retailers, while the Pontus playable faction will arrive as a free update on day one. Come October, the developer will add the Seleucid Empire as a free playable faction as well.There will be other free updates too, but these will be smaller tweaks mostly focused on optimisation as opposed to substantial new content. "As with Shogun 2, we will continually improve the game's compatibility, optimisation and integral features such as AI and gameplay balancing post-release, and plan to add to that with new control schemes and additional free formats on other operating systems," explained lead designer James Russell, "We are also very proud of how Shogun 2 is our most moddable Total War to date with over 500 user-made mods on Steam Workshop alone. We hope to support Rome 2 in a similar fashion."As far as paid DLC goes, Creative Assembly has plans for the Nomadic Tribes Culture Pack, which features the Royal Scythians, Roxolani and Massagetae, though no price has yet been announced.Russell further explained that paid DLC will consist of: "Culture Packs that add more playable factions and unique units, Feature Packs that add gameplay or wide-ranging aesthetic changes, and Campaign Packs that add entirely new story-based campaign expansions.""Rome 2 will be the biggest game we've ever released, in terms of scope, gameplay features and sheer weight of content," said Russell, "but even then we're just scratching the surface of the Roman period, an era so rich in diversity that it's easy to foresee releasing relevant content for years after Rome 2 has shipped."Total War: Rome 2 is due on 3rd September for PC.
